If you can put up some supports that snake through the house, you can fill it inside with blue colored Saran wrap balls, though this will probably take a lot. Or you can fill the bottom half with some inexpensive packing material like styrofoam peanuts for example and put the Saran wrap balls on top. You'd have to play with it a bit to get the look you want, but my daughter had to do a project for school that involved creating a flood and she used the blue Saran wrap and it looked a lot like water.
